The game of golf encompasses a variety of areas, from the Rules to obtaining a USGA Handicap Index to conducting competitions to establishing parameters for equipment. The USGA takes an active role in all these important aspects. The Association, in conjunction with the R&A in St. Andrews, Scotland, writes, interprets and maintains the Rules of Golf as well as adopts guidelines for Amateur Status. The USGA also conducts national championships and tests golf clubs and balls to ensure they conform to the Rules of Golf. It also created the Handicap System Manual so all golfers, no matter what their ability, can compete against each other in a fair and equitable manner.
